Despite being about 200 km northeast of Ankara, Mount Ilgaz National Park is actually the nearest winter sports destination available from the Turkish capital. Situated at the crux of the Kastamonu and Çankırı provinces, the Ilgaz ski resort is quite popular with domestic travelers during winter, providing three slopes up to 1500 meters long, chairlifts, and four on-site hotels. Heavily forested by a mix of deciduous and coniferous trees, the area is also big for short day hikes from the nearby town of Ilgaz; there's nothing that will blow you away as far as unique topography, but wilderness streams and elevation changes are enough to give you a challenging and satisfying day in nature, no matter the season.
If you're in Ankara and have a dire need for a little skiing or snowboarding or just want to get a half day in on the slopes on your way to the Black Sea, then Mount Ilgaz is the region's best option.
